Wrong Recharge and no refund being given

Location/place: Hoshiarpur – Punjab

Name of company/service: Airtel

Dear Sir,

I recharged for Rs. 9 for 120 National Free messages. This was mentioned on Airtel.in website. I have the screenshots of that page. The recharge was successful but I did not get any message balance. I called on customer care and they were totally uncooperative. Rather they told me it was a recharge for lowering call rates. My call rates were already low and with this recharge they have in fact increased. And they are also not willing to refund. Though Rs 9 is a small amount it is unjust and arrogance on part of Airtel.
