Weekly Deduction without request

Location/place: Dayalpur, Delhi

Name of company/service: Dolphin

I, have a mobile number 9868532604 on which every week Rs.10/- has been deducted on account of disk pack from the number 53737010 which I had not request to start at any point of time, on complaining the customer care they ask me to talk with DND which is already activated on my number, and DND official tell it has value added service deactivated only by customer care office, I do not understand how these type service has been activated on my number without sending the request, please take necessary action in this regard.
