Too much charge for Gas connection

As promised we paid Rs 4500.00 for Indane Gas connection (including stove) to these guys. After 15 days, they say we need to pay 2500 extra only for cylinder. And, we opted not to avail it. For refund, we are waiting from last 1 month. They usually don’t pick the call.
