Tikona is bluffing people for money

Hi,
On 10-01-2012 I applied for TIKONA broadband services, but due to signal problem i cancelled my request before installation only, According to their terms and condition i was about to get my refund in 30 working days,But till today that is 17-jun-2012 i have not got any refund from them,
when i call customer care they use to fool me around by saying that after 10 days you will get your refund but it never happened,we went to the local office also but they are also not co-operating they dont pick up the phone also, now i am going to sue on them.
