Slow speed, Not getting the promised speed on Reliance Broadnet

Location/place: mumbai

Name of company/service: Reliance 2g Netconnect

i purchesed 2G datacard 3.1 mbps
but i have getting slow speed. i no of times talk with customer care but they not give me Positive responce.
customer care ask me the my location. after that tey told me Sir this location some Network issue… i used in multiple locations but faced same slow speed issue.

i PAY 3 month Advance Payment.
please help me this is Verry harasment…
