Service not Provided even product is in warranty.

Dear Sir,
I bought a mobile (Nokia X3-02, IMEI – 357912046404633, dated – 07/09/2011.
I got a problem regarding touch pad. i went to nokia care, sector-12 gurgaon. they said that touch pad is to be replaced & it will cost 1800 Rs. after that i went to nokia care sector-14, they said that touch lok is missing & touch pad will be changed & it will cost 1950 Rs., they also charged me 50 rs. for diagnose the problem.
my question is that when my phone is in warranty, then why would i pay for this?
Pls. look into the matter & provide me solution.
