regarding data card working failure

Name of company/service: MTS/DATA CARD

my data card stopped working, when i called customer care service they told me that your number has been dectivated.when I asked what is the reason;they told me that I haven’t recharged for 1 year and now service will not be resumed.It was not mentioned at the time of purchase that I have to recharge it on a continuous basis.please take some necessary actions against this company.
