refund of recharge amount not provided

Location/place: GUWAHATI, ASSAM

Name of company/service: RELIANCE

I had recharged my mobile no.9864095399 of assam circle on 20.07.2012 at around 5.45 PM for Rs. 600 of which i had not received the credit since no pack of Rs. 600 was available at that time but amount debited from the credit card. When i spoke to the people at call centre they told that the recharge was done but since the pack was not available they had not given the credit of the amount recharged nor they will refund me the amount.
My transaction ID is 5786368317 and order id was 17178960. My payment was done via HDFC credit card.
Please try to provide me with the refund at the earliest or recharge my mobile with the same amount
