realinace broadband is a cheat

hello there i joined reliance broadband on a rs 1099 a month plan wgich promises 4mps speed …its been about a week and my speed is less than 512kbps .. i called reliance they said it will be fixed by 21st april 2013 but now i called them im told that it will be fixed by 30th april .. now all i asked that the days im not getting the service for i should get a waiver .. by the way they made me pay in advance by cheque … so my point is if im not getting the service so i should not be paying for it .. i think im not the only suffering there are many people who are promised the service by reliance and not getting it .
