Product not delivered and also money not returned.

Hi,
I had booked a mobile handset on timtara.com on 9th june and the promise of delivery was 8-10 working days. But till now I have booked many complaints and none of them have come back with a sorry or a solution. I am facing a lot of problems with their customer care who does not respond to my queries nor return my money.
I want to book a complaint on this company and I need your help.
