Poor customer care service for idea postpaid

I had recently taken idea postpaid connection though number portability. I contacted customer care executive through 198 number for changing my plan. The executive was reluctant to help me in first place later after requesting him he asked me to hold for sometime.Latter after a long wait of 24 minutes the line went dead .The same was informed to customer care service complaint center for registering a complaint but to my dismay they never registered one.After that i contacted Higher authority for the same but to my dismay till date i haven’t received any help.
