Outgoing calls not working

Location/place: Mumbai

Name of company/service: Vodafone

I have purchased a new vodafone prepaid (9167073566) on 02-Jun-2010 from kalyan.
Even after first recharge on activation it is showing 0 balance. So I did 100 rs. online recharge from ICICI bank (BIL/000158929748/0221/919167073566/91916)
still it is showing 0 balance.
