Outgoing calls Barred

dear Sir,

I am holding a IDEA number 9881718778 for past 6 years. I started getting calls from Idea customer care to submit papers which I did to the PANAJI GOA branch a month back. All of a sudden I found my outgoing calls barred without any warning. I want to lodge a complain in the consumer court for the poor and careless service thay provide.
I have got the monthly bill of Rs. 250 for the rent, why must they charge me if the proper service is not provided?
I have submitted the required papers on time.
Please provide me information to take this matter to consumer court. this is not the first time IDEA Cellular cheated me.

    DEAR FRIEND,

    WHY DO YOU STILL HOLD ON TO IDEA, JUST CHANGE THE SERVICE PROVIDER.
    TODAY DOCOMO, AIR TEL ARE DOING MUCH BETTER THEN IDEA.
    ME AND MY FRIENDS HAVE SCRAPPED IDEA.
    PLEASE TELL YOUR FRIENDS TOO TO CHANGE FROM IDEA, AND YES YOU ARE RIGHT THEY ARE CARELESS AND LOOTING POOPLE.

    TO ALL WHO READ THIS IDEA CELLULAR IS LOOTING IN BROAD DAYLIGHT CHANGE FROM IDEA TO OTHER PROVIDER.
