not refunding my money for non installation

I have called many times to customer service for my refund in respect for as my building is a new construction and there is no permission given to install any device.I was not aware of this as i m an nri.I was approached by a sales executive named Dilshaad Ansaari.He assured me tht he has performed installation in my building and in order to hv a quick installation the next day ,to make payment immediately.Trusting him .i made a payment online nov 2 2018 .I called customer service they said that they have processed my application on nov 6 ..They assured me that a cheque will be mailed to me at the end of December.Since then I have been making call to customer care in numerable times.i have not received any cheque..
