Not refunding my money back.

I am a resident of bhopal.I had planned visit to corbett national on 22nd may,2012.
After going through the online booking processes of Indiahotelreview.com I booked
safari park lodge in Ramnagar (Corbett national park).
On reaching the resort I found out that the resort was under renovation .Upon agreement with the Hotel owner and Indiahotelreview.com travel counselors on refund of my money for the room booked over there, i changed my resort because the resort was unable to provide me with the basic amenities.
They had agreed that they would refund the money after i reached back home .
It has been one whole month that i have been trying to contact them.All the contact numbers of indiahotelreviews are invalid now .

I request the consumer forum to help me out in this or enlist a procedure to do the same.They have to refund me an amount of Rs.3600 INR
