non refund of processing fees

i have applied home loan in dhfl vide no. 00747198. i gave all the papers they need and paid the processing fees of Rs. 5150.00 on Dec.’2011 vide cheque no. 602010 on SBI, Park Street Br.before getting all my document they contacting regularly.then three months later they inform that loan amount has been sanctioned only Rs. 430915.00 instead of 1200000.00.i called him but they dont pick my call.if they pick the call, says that iam travelling or iam in meeting call you later. till date they have not issued the sanctioned letter nor returned all the documents along with processing fees respectively. hope your kind intrevene in the matter will save us from this type of indulgence.
