non pickup of phone

i want to change my network from bsnl to airtel due to bad service.when i called mnp no 1900 ,they registered my number and told me to call after 2 days.since then i have called a lot of times but most of the times the number s busy and even if a call is connected ,they dont pickup the phone.i also tried to sms port 9906346742 to 1900 but the message didnt get sent from my poostpaid bsnl number.i am in a lot of tension as i have to go ot of station a lot of times.what if i couldnt call to the imp person in time when i have to go outside my station.
