No classes given after fees deposit (fraud)

I am Ramandeep Singh student no. 625500 of MAAC Panchkula(Haryana) . I am pursuing VFX specialization a 4 months course from January 24th. Before it I had completed an Individual software course in Adobe after effects and eye on fusion. My first complaint is about certificate. According to MAAC rules we have to make a demo reel of work to get certificate. I had submitted demo reel by the end of December 2011 as my course was completed by the end of November 2011. I hadn’t got it till now due to negligence of institute as they hadn’t sent it to head office. My second complaint is about fee which I had paid and I didn’t got my receipts and nor it is displayed in my MAAC student account and also not taking my classes according to my course timing. This all started when I taken admission in Vfx specialization. I given first installment of fees in December 2011 to register myself for course, that was 10,000 and total fee is about 36,000. My classes started from January 24th. That software completed in 2 months. Second installment I given in the starting of February and then at the end of February and the last one mid of march. Whenever I asked for receipts the accountant sometimes says its pending wait for two three days, sometimes she say she don’t know about receipts now the head of the institute is taking responsibility of the receipts. On 5th was last day of my classes. Then my exams of BA 1st year started. For 15 days no call came for classes. On 24th April I went to institute and by fortune I met head of institute Nitin gupta. He never met before in office. I explained him all my problems regarding certificate, classes and receipts. For certificate he asked me to submit demo reel again means he accepted that the demo reel wasn’t submitted. For receipts he given me explanation that from last one month there is system problem. For classes he sent me to another person. He said that currently batch is going on and one batch will start in the first week of may. The issue was that 3 months gone and just 2 of five software completed and just one month of course left this clearly shows institute s’ negligence. It was the situation few days from the institute closed. I chose may batch due to my 3 exams coming back to back at the end of April. On 5th may I again went to institute for classes where they just have no answers. They said we have no teachers. Then to divert me they said now your classes will continue in sec34 centre. They asked me to go to 34 centre and said we will mail fee receipts to centre and you will be transferred. I went there and met centre head and he asked me for hard copies of receipts and when I said him about what the staff has told me. He answered you have to give hard copies of all receipts. Then I again went to Panchkula centre and this time it seemed like it was my requirement and not their responsibility. They said we have no hard copies and asked me to take it from centre head. This time also he was facing same problem. The reason he gave me that we have to fill some code and receipts are generated from Aptech main centre Mumbai. He asked me to come after four five days. I was in confusion that what was happening? Then I contact Aptech customer care and it took a week in process. They asked me to submit my receipts to sec 34 centre and said they will help you. I thought at least my fee is secure. I submitted application regarding my problems but I just got one answer of all problems that my fee is pending about Rs.17000. Now the institute was closed I went there two three times for receipts, the head given me two receipts. One receipt was the duplicate copy of fee I paid in November. Another receipt was of February. Still two of my receipts were missing. He was asking me to bring those staff persons to whom I had given fee. At last he simply denied. The fact is that even I was not informed about that institute is going to be closed and not even transferred to another centre. I would like to file a case against Mr. Nitin gupta head of MAAC Panchkula . Address is SCO 83, behind shaalimaar mall, Sec.5 Panchkula. I also want to file a complaint against Aptech for not solving my issue and taking a strict action. Their address is
