Name of company/service: Reliance

I am lodging complain against reliance communication .The company deducted Rs.30 on 16.07.12 for some Value add service .But I do not know how the service was activated.yesterday(15.07.120 I received a sms regarding the value added service .in the sms it was written that Rs. 30 will deducted on 17.07.12 and if i want to deactivate then i have to send the sms to 155223 .but when I am sending the sms sending is failed from yesterday.I am calling to the customer care .but after 3 to4 minutes the call automatically disconnected .Kindly take necessary step in this regard.
