The Letter from speed post is dispatch from Pune on 27 Dec. 11 and is been reach in Parbhani on 29 Dec. 11 early morning. when letter reached, it is already open by someone and somewhere the Departmental Reference is written ( Receiving in Fault Condition) on top of the letter. that why when i was open the letter it is empty some one stoll the document and article.
