internet services not activated despite being successful recharged.

Name of company/service: Vodafone

i had recharged my phone for rs 399 on 7-June-2012, it was successfully recharged.But blackberry internet services were not activated.
I contacted customer care;no concrete approach was found. every day i would call, they would give me another 24hrs to wait.
its been more than 15 days, my problem is not solved.
it is requested to kindly look into the matter for the same.
