Installation amount has been charged without providing internet connection

Hello,

Almost a year ago, one representative from Reliance communications contacted and told me that he would provide me internet connection so I submitted all documents along with a cheque. Few days later, this guy called me and said they do not provide internet connection in my region. I asked to him to cancel the cheque. In last year December, this cheque was cashed by Reliance Communications. When I contacted them, they said they do not know anything. I have bank statement clearly showing that this cheque was cashed by Reliance Communications. I called them, contacted them via emails but no use. What do i do? Thank you..
