illigal money deduction

sir,
my no is 8101367345,and my no is activated with std night free plan of rs-59/-,instead of this reliance provider charged me 19 rupees.when i give complain(complain no-165303745) to the provider.they doesnt take any action against it.and prove that it is leagal.
when i logde complain in consumerforums.in,they replied to me and prove me that the deduction is legal,when i asked him what is the duration of call? they make my cal on hold and after 4min they cut the call.
so kindly help me to get my money back.
