illagle deduction off a balance

i am a tata docomo user and i have complaint against my opreater service.
sir i use internet on my mobile and from last three months i facing a problem off a dedaction off a balance.
When i use internet i saw some add and i click that add to know about them. But just click off that add they deduct my balance.
So please sir tell me that it is right or wrong that they deduct balance by just click off it.
