Hotel Roopa in Mysore and Hotel Darshan in Ooty refused to refund the amount on cancellation

Location/place: Navi Mumbai

I made booking in Hotel Darshan, Ooty and Hotel Roopa in Mysore. While making online booking, the full hotel terrif was charged which I paid through my credit card. Latter, I had to canceal my bookinmg. Both the hotels refused to refund any amount. Its quite shocking, how can a hotel charge full hotel charges while making booking. More shcoking is when they refused to refund the amount while I had cancelled booking 5-6 days in advance. Is there a goverment agency where I can file this complaint.
