gas cylinder refill

Sir,
I am the consumer of Bharat gas belgaum bearing No.17902 has booked a cylinder for refill on 26/09/2011 to Belgaum gas belgaum.And they have given waiting No,7071 and told me it required 12 days although it is 20 days gone and still they have not supplied the cylinder and though company is charging the amount for door delivery they are insisting to all consumers to collect the cylinder.
Where as previously connection in Mehta gas there I donot face these kind of problems.
Please do solve my problem.
