Flat cancel but paid amount not yet received back

Name of company/service: Swami Samarth construction and developer, owner Prashant Ingole

Dear Sir/ Madam,

I booked 400 sq ft flat with swami samarth construction and developers owned by prashant ingole located at virar west in march 2011, after this even i paid more than 20% of flat cost by september2011 since than i contacted them for stamp duty registration procedure but no one replied to me i wait till march 2012 and than i communicated them the booked flat i want to cancel after that builder issued me the checque after depositing the same same presented in bank has been bounced getting reason that insufficient funds.

Please advise what action should i take against him so that i will get my money back.
