DELAY IN MAKING APARTMENT

Name of company/service: ALIENS SPACE STATION#1

I and my son have booked two apartments in Aliens space station#1 in 2009.They committed to hand over apartments in 2011 orally at the time of booking and three years means in 2012 as per agreement. But now,They are telling to hand over in 2014. since one year,There is no progress at all in station#1 where i have booked.We asked to refund our money with bank interest but they replied that money can be refunded back after deducting 20% of apartment cost after six months in installment. Kindly advise.
