Delay In delivery of gas cylinder

Mittal Agencies Bharat Gas Distributor New Panvel always delivering gas cylinder very late 10 to 15 days after gas booking from last 6 months & selling the cylinders in black market. Booking is taken after 21 days of reeipt of cylinder & after15 days we are geting new cylinder. so it is ver difficult to manage one cylinder for 40-45 days. Please let me know the exact period of delivery of cylinder after booking & any other charges/penalty applicable for late delivery
