Cheated in giving Package Tour

I Sachin Varadkar, booked package from Ghumo India [Refer by FTD Travel] and paid them the amount of Rs 15000 [40%] on 21st APR 2018 to confirm my booking. But till date they never booked the agreed package neither ready to refund my all money inspite after sending multiple remainder.
Their policy is at booking time commit everything with lucrative offer and then after getting 40% of amount they will neither book your hotel as per agreement neither they will respond to you.
They will totally frustrate the customer and then they will tell customer that only low grade hotels are available so either you go for it or cancel the package with huge deduction in amount.
They tried to make all efforts to make sure customer will pay for their mistakes of not booking your package in time. Token amount of Rs 2000 on 20th APR and I got confirmation on 21st that my booking is confirmed. Details as below: Package Name: Nainital Travel Date : May 09, 2018 Total Traveler: 4 Package Cost: 34000 Payment Type: Booking Amount Payment Mode: On line Banking (IMPS/NEFT/RTGS) Payment Amount: 13000 INR Payment Date: Apr 21, 2018 Payment reference Number: GLI18NG19418946 After that they asked me to pay 40% more for booking hotel and car and other arrangement.
So On 21st APR I paid 13000 /- and next day I got payment confirmation from them. Details as below: Package Name: Nainital Travel Date : May 09, 2018 Total Traveler: 4 Package Cost: 34000 Payment Type: Booking Amount Payment Mode: On line Banking (IMPS/NEFT/RTGS) Payment Amount: 13000 INR Payment Date: Apr 21, 2018 Payment reference Number: GLI18NG19418946 After this they told me that I will be getting call from their booking department next day and everything will be book within a two-three days of time.
But things doesn’t go as they told as when I started asking them queries about hotel booking and safari tour.
They told me that they haven’t book the hotel which we agreed at time of booking and and offer me one lower grade options at one location and didn\’t gave options for other locations.
When I keep following them through emails and phone later they started avoiding my call and stop responding..
Their names are Tanuja, Nishu, Rajat, Tarushi and Nitin.
They all were good till I paid they money but after that they never bother even to pick my phone or respond to my email till FTD intervene.
I hope their higher management if any, should address these issues else no one will book any package from them.
Later I complained about them to FTD Travel who referred them. FTD travel immediately suspended their account and ask them them to resolve the issue. After FTD intervention they started responding me but still was not ready to give committed booking and was not agree to refund my total amount. They give reasons of their employees were in hospital and leaves. Which were totally unacceptable and irresponsible.
FTD strictly told them to fully refund our money till 8th May and failing to do that they will permanently suspend their account and also suggested to file case against them.
But still they are not ready to refund my total money till 8th of May 2018.
They are trying to make all efforts to make sure they don\’t refund my amount by showing me their cancellation policy or book another package wihin one year of validity or do cancellation so they pay me reduce amount after 45 working days.
I don’t at all trust them and I am requesting them to make my full payment till 8th of May 2018.
I feel like they have cheated us and ruined our trip plan giving lot of mental stress. I will wait till 8th May 2018 to see if they refund my money or else I will move to consumer court and may also file criminal case against them.
