cash not received from atm

Location/place: Nalagarh

Name of company/service: HDFC Bank

on 7 july i have make a transvation on Axcis bank at nalagarh, all the transation has been done at the time of cash collection power was gone,
and i have not received cash
2 times i have complained at hdfc branch at nalagarh,they confirm that after within 24 hrs you have receive the devited account amount.
after one week i have agai complaint with bank and tell him that i have not received the debited amount
