Billing issues and unappropriate service

Location/place: Agra

Name of company/service: AIRTEL

i am using an airtel broadband connection.The bills for that connection are not delivered in time and the billing period got expired and then they put 100 rupees as late fee fine exclusive of taxes on late fee.This incident regularly happens with me, when trying to explain the condition to the department they are not taking actions against it and even reduces the extra charges applied.
I want the issue to be solved as soon as possible because the unwanted amount in the bill is increases as the time passes.
