barring the number due to invalid reasons

I bought a Vodafone prepaid no. 9780588227 nearly a month ago. The no. was barred due to invalid documents submission. the documents were submitted again but it took 10 days to unbar the no. Now the no. has been barred again without any prior notice or reason.
