bank not given home loan

sir,
my name is sunil, I am working in a private ltd company, and my salary is 15000/-, I went to indian overseas bank on 19-6-2012, nadaikavu branch for asking home loan, the branch manager Mr.Sunny varkese told your salary not possible to get the home loan and he not given the loan form. pls give advise how can I get the loan from this bank, thank you
