Bank needs to provide us the all documents

Respected sir,
We purchased a flat under IDBI hyderabad basheerbagh auction.Before Auction they said we are missing one link document of this flat.but title is clear.But when we go for loans no one is provided the loan for that missing document.Still we puchased the flat by getting money from outside with more intrest rate.The bank is getting more 10 lakhs more money than the existing loan.So bank needs to rfeund that to the owner(loaned paerson).But they should recieve the original link document from that person then only they have to refund it.and the bank has to provide us the document.
Bank the people are refunded that money with out taking the document.and there is due on electrisity bill arround 10,000 and society bill 70,000 and property tax 15,000 all these are not documented before purchase.
We requeted bank people Please inform when you are going to refund the money will discuss all with that owner. But they did not.And we have given a a written complaint on desk they are not even accepetd the complaint.So Kindly Help in solving all these issues.

Please Help us in getting document and payments.
