balance deduction without providing the asked service.

Name of company/service: tata docomo mobile service

i vikram singh called customer care on 13 june 2012 at somewhere at 12.15am.i told the person to activate a 5rs gprs pack but he did not activate the service and my balance was deducted from some 10.33rs to some 5.33rs.
