Balance Deducted without any Information and wrongly

Sir/Madam,
I Ananya Saikia has called the BSNL customer care 12th of july 2012 to ask them that why deducted balance from my number 9435844499. Their customer service representative told me that Jokes services activated. Thursday on 12th july, Rs 15 has been deducted from my number. When I called them to know the reason of the deduction. I told them this full story. They told me that i activated the services but did not activated the services from my side. From last 5 months the BSNL service provider deducted Rs. 15/month. They automatically gave the services in my number. He told me that it is their fault that I have not been informed about this Jokes pack. When I asked him to refund the money. He told me that he cannot refund it. Sir/Madam I need to get back my money as first of all the cuddly pack is of no use to me and secondly I am a student. I dont even earn a single penny.
