Balance Deducted from Bank Account without Providing Recharge value

Name of company/service: Freecharge.in & BSNL

i have made a recharge today i.e on 26th nov,2012 through freecharge.in using my ATM Card but i did not get any recharge value.
Freecharge Receipt shows that Recharge successful and if there any problem Contact Service provider.
i made a contact with BSNL and told them about my problem they said recharge has been done and you have used your balance.
this was really a freaking statement from BSNL but actually i did not get any recharge value in my number.
