Wrong deductions by vodafone not refunded

On June 2014 month end, Rs 210 & Rs 231 got deducted from my mobile number-9886087632 , vodafone. due to wrong information on vodafone’s website.
When called customer care they said that i’ve activated some service.
I was sure that I hadn’t done so. Then I reported the same to Nodal office and appellate authority.
They refunded only Rs231 but. Rs 210 is not. When I communicated the same with Appellate authority, they said the amount is already refunded and they produced some false reference number for it!

I cross verified with Vodafone customer care and they confirmed that Rs.210 is not refunded. But the Nodal office and Appellate authority are insisting that they have paid. Then where did it go? It is not shown in my balance!

I request your kind self to resolve the issue. Also there has been great inconvenience due to non-availability of internet for a week or so. and then waste of my time and energy. I request to refund the amount and compensate for inconvenience.
