Wrong Balance deduction and not renewing auto renew message pack

Hi Sir,

My name is Amit Kumar i am using Reliance GSM number 7827770483 from more than four years, i face some small issues previously but i ignore them. But this time i faced a serious issue i have a auto renew message pack of 1 paisa per message(Rs 26) on mentioned number and i am using this service from starting.
This month i realized that my messages are charged at normal tarrif rate ie Rs 1 per message in-spite of 1 paisa per message. I called up Reliance customer care for the same at 16th July but they but they said due to system up gradation they unable to help me or resolve the issue, when i tried second time to complain the issue they blocked my number. Then i tried with another number they we will say it activate within 2 to 3 hours but it doesn’t activate in next 24 hours and it is still not activated till i writing this to you.
It is really very painful and embarrassing to me as i can’t msg to my dear one. I also mailed to Reliance care on 18th July 2014 but still not got any reply till now, very pathetic situation for me. Please help me getting out of this.
I paste the mail content written to Reliance care below for reference.

Yours
Amit Kumar

    Hi
I am using Reliance GSM number 8055783821 since more than 5yrs. Now Reliance is changing the actual meaning of “Reliance”.
Previously SMS pack of Rs19 was activated in my number and it gets auto renewal most of the time but this time this pack did’t get any renewal.
I tried to call many times to customer care but every time instead of log my complaint they have fixed script “our system are on upgradtion so at this point of time we are not able to help you, but today when i again called customer care they told that Govt of India had issued a notification to stop all the auto renwal pack so your pack can’t be auto renewd and also you can’t be benifited with your previous pack. All your auto renewal pack service will be discontinue after time period.

It is very embarrassing step of Reliance that they even d0n’t have any such communication with consumers.

Following complaints against auto-renewal of special offers by telecom service providers, Telecom Regulatory Authority of India (Trai) on Tuesday directed operators to seek consent from subscribers before renewing special tariff vouchers (STVs) for SMS and data packs. Trai said consumers were seldom aware of auto-renewal of such offers. “The authority considered the issue and was of the view that such renewals could be beneficial for consumers if explicit consent of the consumer is taken at least once for such renewals,” Trai said in a statement. Accordingly, Trai has issued regulatory guidelines through the Telecom Consumers Protection (Seventh Amendment) Regulations, 2013, which telecom operators will have to be implement by 15 January 2014. “Renewal of STVs may be allowed for SMS and data packs (having validity more than seven days) through opt-in facility (by taking one time explicit consent of the consumer for such renewals through a prescribed procedure),” it said. It added operators would have to offer a toll-free short code for opting out of renewal of STVs at any time. Trai asked operators to provide details like the due date of renewal, charges, terms and conditions and the toll free short code for deactivation through SMS three days before the expiry of the STV’s validity period to the subscribers.
