Vodafone chor fraud

Location/place: mumbai

Name of company/service: vodafone

I had dispute regarding mobile charges with Vodafone.
So , i refuse to pay the bill.
One day i received the call from Vodafone retention center where in the person has agreed to provide a discount, so i asked him to email , so it shall be something in written as a proof will be with me.
I received following email

As discussed,
December internet charges are Rs 4841
Reversal will done in coming bill of Rs .3841 for internet charges,
You have to pay Only 1000 rs. From internet charges.
And the reversal will reflect in your coming bill .

After this i have paid the bill charges, but the Vodafone has not offered the reversal.

I had raise this issue with nodal officer, appelete they have refused saying we ca not offered the bill detail

I received following reply from nodal officer

As confirmed by Vodafone i have paid 2000 Rs earlier , however with this kind of email the Vodafone is demanding more money also not returning my 2000Rs.

Friends i have lost hope in Vodafone please help me what should be my next step.
THEY ARE HAPPY TO HELP AS ALWAYS.

    CALLING BY VODAPHONE EXECUTIVE NAMED JYOTI ON 29TH AUG.15 AT 10 AM,SHE LURED ME TO CONVERT PREPAID TO POST PAID BY OFFERING BENEFITS AS UNDER:-
    (1)-YOU WILL BE CHARGED RENTALS OF RS. 299 ONLY FOR RS 399 PLAN, I.E. 100 RS DISCOUNT
    (2)- THERE WILL BE 900 LOCAL MINUTES & 100 STD MINUTES FREE PER MONTH.
    (3)-100 SMS FREE PER MONTH.
    (4)-FREE INTERNET DATA AS UNDER:-.
    FIRST 1 G.B. OF @ 3G SPEED, & POST 1 G.B. AT SLOWER SPEED
    I HAD ONLY AADHAAR CARD & A BLACK & WHITE PHOTO STORED IN MY MOBILE PHONE. SHE ASKED ME TO SEND VIA WHATS APP ONLY THESE TWO THINGS SAYING THAT SHE WILL CONVERT BLACK & WHITE PHOTO INTO COLOUR PHOTO AT HER OWN. SO,AS GUDED BY JYOTI MADAM,, I SENT WHATS APP IMMAGES TO HER & ALSO I INFORMED ABOUT MY CHANGE OF ADDRESS AT 2203,GIRNAR,S.V.ROAD,DAHISAR EAST, MUMBAI PIN-400068.
    AS ALMOST ALL CALLS ERE GETTING DROPPED OR HAD TO CLALL FREQUENTLY TO COMPLETE THE COMMUNICATION OF ONE MATTER.
    I TRIED CONTACTING JYOTI MADAM VIA CALL/SMS & WHATS APP TO COMPLAINT THE CALL DROP PROBLEM, BUT SHE BLOCKED MY NO.
    SO, I CALLED ON 199 , I COMPLAINED ABOUT THE DROP ISSUE; THE ATTENDING LADY ALSO SAID
    ABOUT UNBILLED AMOUNT OF RS 595-BUT THE ACTUAL AMOUNT WILL BE ALMOST HALF OF WHAT IS SHOWN BECASE RS 595 WAS THE COST OF USAGE WITHOUT THE BENEFITS OFFERED FOR MIGRATION TO POST PAID.
    ALSO, PL. NOTE THAT I WAS CALLING ONLY ON ONE PHONE NO; HENCE I HAD NEVER CROSSED MY FREE CALLING MINUTES AT ALL. PLUS AT HOME ,WE ARE HAVING UNLIMITED MTNL(28965968) INTERNET VIA VI-FI .ONLY. SO, 1 GB WAS TOO MUCH FOR ME TO EXHAUSTE.
    ON 16TH SEPTEMBER,15 ,MY ‘Lenovo p780’ phone GOT SPOILT.IT GOT SWITCHED OF UNTILL NOW.AFTER 16TH SEPT.15,THERE IS NEITHER PHONE CALL NOR INTERNET USAGE FROM THE VODAPHONE POST PAID NO.
    ANOTHER MOBILE I HAVE ONLU MTS BRAND CDMA MOBILE.HENCE, THERE WAS NO CHANCE TO USE THE VODAPHONE NO.

    I INFORMED THE SAME ON 199.

    NOW, I TAKEN ABACK TO SEE THE FIRST BILL OF SEPT.15, ALL THE CHARGES ARE VERY HIGH; NOT FULFILLED ANY PROMISE. THE WRONG & EXCESS BILLING IS SHOCKING ME INSPITE OF CONTINUIOUS CALL DROPS & INAUDIBLE DILOGUE/VOICE QUALITY PROBLEM
    FURTHER I, I HAVE JUST USED THE VODAPHONE NO FOR 15(FIFTEEN) DAYS ONL MOSTLY FOR CALL FAILURE. I WAS USING THE MTNL-WIFI INTERNET ONLY. I AFRAID !!!, HOW CAN MY USAGE BE IN JUST 15 DAYS USE.
    I HAVE ALREADY FELT BETRAYED BY THIS INCIDENT.
