DEAR SIR
I BRING IT TO THE NOTICE OF THE CONCERNED AUTHORITIES THAT ISSUANCE OF PAN CARD HAS BEEN TIGHTENED BY AMENDING THE “VERIFICATION CERTIFICATE” UNDER PROVISIONS OF RULE 114(4) OF INCOMETAX RULES 1962. IT IS LAUDABLE, BUT NOT PRACTICABLE. BECAUSE WHEN A PERSON APPROACHES THE GAZETTED OFFICER FOR SUCH CERTIFICATE, HE IN A HUMANE APPROACH SIGN AND PUT THE SEAL OF THE CONCERNED DEPARTMENT OR ORGANISATION WHERE IS WORKING. BUT TO ASK FOR A PHOTO COPY OF THE IDENTITY CARD ETC., MAY NOT BE PROPER, BECAUSE TO SIGN ITSELF HE HAS SHOWN LITTLE INTEREST AND TO GIVE A COY OF THE I.D.CARD, HE MAY NOT AGREE, EVEN THOUGH HE MAY BE A CLOSE RELATIVE OR FRIEND ETC. BECAUSE, RECENTLY IN SECUNDERABAD CITY WE HAVE SEEN HOW THE ID CARDS AND ADDRESS PROOFS WERE MISUSED AND SIM CARDS WERE ISSUED AND LATER ON IT CAME TO THE NOTICE OF THE OWNERS. THEN THEY WERE QUESTIONED BY THE POLICE BECAUSE, SIM CARDS WERE ISSUED TO WRONG PERSONS ON THE BASIS OF PHOTO COPIES PF ADDRESS PROOFS AND ID PROOFS OF OTHERS WHO ARE REALLY INNOCENT.
THEREFORE IT IS SUGGESTED THAT WE MAY TAKE PHONE NUMBERS AND OFFICE ADDRESSES ETC., BUT TO ASK FOR A COPY OF THE ID CARD MAY NOT PROPER AND MAY NOT BE PRACTICAL. THEN IN THAT SITUATUON, WE MAY NOT GET ANY GAZETTED OFFICER, WHO IS PREPARED TO SIGN THE VERIFICATION CERTIFICATE.
IT IS A COMMON PRACTICE THAT STUDENTS WHO ARE STUDYING PROFESSIONAL COURSE APPROACH FOR ISSUANCE OF PAN CARDS ON THE BASIS OF THE SSC CERTIFICTES ETC, BUT PROOF OF ADDRESS WILL NOT BE THERE BECAUSE THEIR WORK PLACE AND COLLEGES ARE DIFFERENTLY LOCATED FROM THEIR HOME TOWN. IN THAT SITUATION, WE HAVE TO APPROACH THE GAZETTED OFFICER, FOR ISSUANCE OF VERIFICATION CERTIFICATE. THEN THIS DIFFICULTY STEPS IN AND FOR EVER HE MAY NOT BE IN A POSITION TO PROCURE THE PAN CARD ITSELF.
SO CONSIDERING TH ABOVE DIFFICULTIES ETC., IT IS SUGGESTED THAT ASKING FOR PHOTO COPY OF THE ID CARD MAY BE DELETED.
AN EARLY POSITIVE ACTION IN THE MATTER WILL BE HIGHLY APPRECIATED.

    can a associate professor of an autonomous govt. body verify this verification certificate. i heard that the professors and other officers of universities and other autonomous Govt. organizations do not have this power of attestation. Is it so in case of this verification certificate too. Please reply.

    Dear Sir, I fully agree with the article. Asking for a xerox copy of ID Card of the Officer and his Phone/Mobile No. is absurd, as the officer is reluctant to sign the verification certificate, even if we produce supporting documents, when we are un-connected with him. Hence, the IT Department should relax the said rule and simplyfy the procedure to get the PAN Card easily. Awaiting a favourable reply.

    My friend applied online for PAN, for this he attached matriculation certificate for proof of id & for proof of address he submitted certificate in format given by TIN-NSDL & attested by working govt.Doctor but TIN-NSDL executive told him on phone that Govt.Doctor post can’t attest this,he is not authorize gazetted officer by TIN-NSDL/INCOMETAX DEPT.of India. Plz.Reply for this.

    A govt.Doctor verified certificate under rule 114(4)of ITD in which format provided by NSDL as a proof of address for me & he (DR.) haven’t his ID CARD for this he gave me a copy of his driving license & i submitted it with given verification certificate to NSDL for my new PAN. But according to NSDL his submitted id(driving license) is invalid.Plz. help me to getting my PAN

    I have reached Government Doctors who verified all the original documents and when I requested for ID card copy I was rejected and not only Doctors , govn registars and many other officials did the same 🙁 I have sent across the documents without id card copy and the NSDL team rejected the same.

    My issue is wrt name having initials where initial is the husbands name- all the proof sharedhas the unabbrevated initials and the NSDL required the abbrevated initials.
    But all the proof clearly states “Wife of” “son of” option but this is not accepted :-(. This is where I am struck and strggling to get the verification document with ID CARD COPY

    it is giving heavy headache for persons who are applying for PAN card individually, where i can search gazetted officer who will give his ID card proof to third persons… it is harassing for me to individually apply PAN card… this particular id proof of gazetted officer will increase happiness for tax consultants who is charging 1000rs for applying PAN card…

    it is not possible to get photo copy of id card of gazzeted officer.my father is in army and it is illegal to do photo copy of the id card of any officer or army person.i am not able to get photo copy of the icard of officer. someone help meeeeee

    Sir,
    Make the rule for human being. It is agreed that absolute carefull attention should be given while issuing PAN card. Asking for ID copy of the officer is not seems to be proper. In this connection I suggest to empatheticall (not sympathy) aproach.

    Very ridiculus rule to ask photocopy of id card from gazetted officer for verification pan form
    .Being a doctor n pvt practisioner even though i could not able to get this .whats the rule ?plz help me out.

    I completely agree that it is ridiculous to ask for Photo copy of ID card of the gazetted officer.. I had applied for PAn through a consultant long time back who had mentioned my Fathers Surname wrongly.. Now for e-verification of my return I had to change the surname..I got a govt doctor attestation but she is not willing to give her ID card copy..
    and NSDL is not processing the application..What choice do we have now???

    even i am going through very bad experience,i have applied for duplicate of my pan card ,now they are asking for id of gazeted officer,for the same reason my application was rejected ,this is ridiculous the concerned authorities should look into matter of relaxing this norm

    I fully agree that the gazetted officer generally refuses to enclose his/her I D card. This procedure is not practicable.
