Showing That Consignee Refused To Accept

I Ordered My Product From Snapdeal.com which Was sent through the bluedart courier services and i ordered it on 9th october 2014 and the expected date of delivery was 22 october then they changed it to 28 october… I waited for it then i checked on the bluedart tracker, it showed that it has reached a city near my city, and it was showing that consignee refused to accept , i even did not got that product and how can i refuse to accept the product? I was Very Much Frustrated as i did not got my product even after 20 days of ordering it.. My waybill no. is- 59380101480 and my Reference No : SLP101943638.. plz help me with this issue..
