Sir/Madam
1.The Govt of India,Ministry of Railways Recruitment Boards published Centralished Employment Notice:01/2012 for various posts.One of the post was as below.
cat Post qualification
53. 9300-34800 GP-4200 Junior Engineer(IT) PGDCA/ B.Sc (Computer Science)/
BCA/ DOEACC “A” level course of three
years duration or equivalent from
recognized University/ Institution
2. But in general instruction of the notification it was written as follows.
The requisite technical qualification (Degree, Diploma etc as the case may be)
obtained through Distance learning mode, except AMIETE, IS NOT considered eligible.

3.From the above two points it is clear that BCA/PGDCA from IGNOU is not elligible for the above post(combination of Qualification+General instruction).But IGNOU is recognised by UGC/AIU/AICTE/COL/DEC/UNESCO.How I became victim is as follows.

4. Overlooking general instruction I applied for the post, got admit card(Roll No:5300161),cleared the written exam,was in the main list and called for verification of testimonials through another call letter on 22nd Feb 2013. Between 15 to 20 Mar 2013 RRB Kolkata displayed empanelled list excluding my name.I met with the Secretary RRB Kolkata and came to know that is due to my distance mode degree and suggested me to tie up with IGNOU.
5. I am an Ex-serviceman served 20 years for the nation with stainless career and during my service period obtained BCA from IGNOU(Peoples University) which established when Parliament passed IGNOU act 1985.As per Air Force Order Airforce personnel can not do graduation as regular from any college/university
but Rail keeps quota for Ex-service man,need BCA degree not from distance mode like IGNOU.But IGNOU is as follows.
IGNOU Degrees/Diplomas/Certificates are recognized by all member Universities of Association of India Universities (AIU) and are at par with Degrees/Diplomas/Certificates of all Indian Universities/Institutions, as per UGC Circular letter no. F.1-52/2000(CPP-II) dated 5th May, 2004, AIU Circular No. EV/11(449/94/176915-177115 dated January 14, 1994 & AICTE Circular No. AICTE/Academic/MOU-DEC/2005 dated May 13, 2005.
6.To me it is a threefold ambiguity ie Govt policy of keeping reservation for EXSM vs Railway policy vs IGNOU.My humble request to sort out the matter as I can have sound sleep.

    I am also going to be victim of same type. but I am |mca| from IGNOU which is recognized by aicte. may I know what happened in your case?

  3. what happened now…u got appointment or not?
    u can approach court.
    ignou courses are more difficult than a regular course .

    Why railway discriminate regular bca and Ignou bca.both are approved by ugc
