Non disbursement of S.B.I. Loan Rs.4.97lacs under PMEGP Scheme 2012-13
Delays in sanction, disbursement or non-observance of prescribed time schedule for disposal of loan applications

Most humbly, I beg to draw your kind attention in significant matter. The PMEGP loan of Rs.4.97lacs (project Cost) has already been sanctioned by the Branch manager, State Bank of India Kankinara Branch (1883) , Kankinara, 24 Pgs. (N) Dated :29/12/2012.With reference to the letter No. 880 (600)/DIC/N 24Pgs /PMEGP/2012-13 dated 24/08/2012 in response to my proposed scheme for manufacturing and selling of Readymade Garments.
I Mohammad Irfan, S/o- Mohammad Furkan, 67/1, East Ghosh Para Road. P.O.& P.S – Jagatdal District- North 24 Parganas, State-West Bengal, PIN. – 743125.
Myself a minority graduate and experience in relevant field , & I completed Pattern Cutting Master Course from Apparel Training &Design Centre(Sponsored by Apparel Export Promotion Council, Ministry of Textiles, Govt. of India). I am capable to run my business very well. I applied for a loan under the PMEGP Scheme for the year 2012-2013 in proper rule and regulations. The selection committee selects my name after due enquiry and interview, select my name & project as per plan & procedure. After selection the DIC Barasat sends the proposal form to the SBI Kankinara Branch bearing Branch Code Number (1883) for finance.
The SBI Kankinara Branch Manager discussed with me & at the same time asks me for giving the relevant document & application form & accordingly I had given the same to him.
After few days, the concerned field Officer Mr. M. L. Roy of SBI Kankinara Branch came to my home & workplace. He asked me for showing to relevant original documents & advised me to meet him at the branch on next day. In accordingly I went to SBI Kankinara Branch and field Officer Mr. M. L. Roy of SBI Kankinara Branch said me that, your Loan disbursement within one month. But, unfortunately for me, field Officer Mr M. L. Roy of SBI Kankinara Branch transferred to other Branch. So, Branch Manager delays in disbursement of loan of my project, reason shown as shortage of staff/field Officer.
After fortnight, new field officer join to SBI Kankinara Branch (1883).Then new field officer and Branch Manager came to visit my home and workplace. After that, new field officer told me your project Report is not submitted with Trade License and Quotation. So, your disbursement is not possible.
My question with Bank: 1) Trade License and Quotation of Project is not compulsory submitted with PMEGP Form as per PMEGP Application Form guideline?
2) Bank issue a principle sanction letter dated. (29/12/2012) and after 5(five) months, delay in process of a loan sanction and after sanction how can rejected my PMEGP Loan?
Ministry of MSME has approved the proposal for settlement of Margin Money Subsidy Claims in respect of projects sanctioned under PMEGP up to 31st May 2013.
If not disbursement up to 31st May 2013 then I could not claim for subsidy for my project.
Then again I requested to the manager if you do not trust on me, keep some security money,& sanction my loan because at any how I have to run my business & establish myself as a self employed person. I was already mentally disturbed. When I realized that it is a big mistake done by me.
At last, this application is been forwarded to you for your kind information & necessary action in this regards. Sir, I am technically qualified and economically week representing from the Minority Community. My Project estimate has been examined, duly approved and forwarded for sanctioning loan to SBI Kankinara Branch by the sponsoring authorities.
