Ambiguous information on Vodafone website leading to double charge

Hi,
I wanted to activate 3G service of Vodafone prepaid on my mobile. So, I went to the website to search for the plans, and chose to go for the Rs 249 plan with free usage upto 1 GB.

It was written there a Recharge of Rs 249 and To activate send ACT MI250 on 144.
So I did the same, I did a recharge of Rs 249, and sent the SMS. To my surprise, I got charged twice. Once when I recharged through my bank’s website, my balance in the bank account was deducted by Rs 249, and once when I sent the SMS, my prepaid balance got deducted by the same amount. And, still the 3G service has NOT been activated on my phone.
When I called up the Vodafone customer care, they told me that I had to either recharge or send the SMS, not both. Since, I did both, I got charged twice. Now, as you can see in the link, there is nowhere written that I have to do either thing. Any reader after reading that, “Recharge Rs 249, to activate send SMS” would think that the recharge is for the amount to be charged for the service, and the SMS is to activate the service.
Still, I never got my 3G plan activated (1 GB free 3G data usage). Instead, I got a double data pack activated (2GB at 2G speed). I already had a 2G plan activated for this month in which I had more than 500MB free usage left out of 1GB free. I wanted to activate 3G, but it did not happen, and I got charged twice.
I want to lodge this complaint and want two returns:
1. Activate 3G service on my phone.
2. Refund the extra Rs 249 that was charged from me due to ambiguity in Vodafone website content.
